1. The child shall be registered immediately after birth and shall have the right from birth to a name, the right to acquire a nationality and, as far as possible, the right to know and be cared for by his or her parents.
This provision literally means that a child shall be registered (must be officially recorded) immediately after birth. From the moment of birth, the child possesses the right ... to a name, the right to acquire a nationality, and, to the extent it is feasible (as far as possible), the right to know ... his or her parents and the right to ... be cared for by his or her parents.
2. States Parties shall ensure the implementation of these rights in accordance with their national law and their obligations under the relevant international instruments in this field, in particular where the child would otherwise be stateless.
This provision literally means that States Parties (countries that are signatories to the Convention) shall ensure the implementation (must take active steps to put into effect) of these rights. This implementation must be carried out in accordance with their national law and also in accordance with their obligations under the relevant international instruments in this field. The provision highlights that this is especially crucial where the child would otherwise be stateless (meaning, without a nationality).
